The National Institute of Standards and Technology WebBook has IR, mass and UV/Vis spectra of thousands of compounds (as well as thermochemical data useful for P-Chem).

Organized by the National Institute of Advanced Industrial Science and Technology (Japan) has IR spectra, mass spectra and 1H and 13C NMR spectra for approximately 30,000 different compounds.
